Recovery and Resilience Model

The Recovery and Resilience Model (RRM) is an evidence-based framework that has been designed to support and guide schools on their recovery journey post natural disaster. The RRM focuses on 3 core elements of resilience and recovery:

  • routine and safety
  • health and wellbeing
  • belonging and connectedness.

While recovery after an emergency event is not necessarily a linear experience, there are typically 3 main phases of recovery:

  • Phase 1: Relief and early recovery
  • Phase 2: Medium term recovery
  • Phase 3: Long term recovery.

It is recommended that schools read the following resources to familiarise themselves with proactive approaches to recovery, and to understand how to strengthen their existing processes and resources, including how to leverage these in a post-emergency context:

The department has built capabilities of specialist Recovery Champions across the state who can support schools engaging with these resources. Recovery Champions can facilitate recovery and resilience training for school staff and area based workforces in their designated areas and as appropriate travel to provide specialist expertise to schools impacted by natural disasters.
