The Victorian Government is committed to ensuring that all government schools receive consistent, high-quality cleaning, and that cleaning staff receive their legal wages and entitlements.
Cleaning arrangements are different for metropolitan and regional schools. However, all principals are ultimately responsible for ensuring the school environment is cleaned to the appropriate standard.
Metropolitan Melbourne school principals must develop and agree to a cleaning services plan with the Department’s contracted cleaning company. For more information about cleaning arrangements at metropolitan schools (including cleaning services plans), refer to the and the information included in the .
The VSBA encourages metropolitan school principals to first speak with their local cleaning team and/or the area supervisor/manager if they have any cleaning issues. If the issue continues, metropolitan schools can lodge a formal request with their cleaning company via the helpdesk. The company will then report to the VSBA on how they are resolving the issue.
Funding for metropolitan schools
With the introduction of the Victorian Government school cleaning reform, funding for cleaning is no longer provided to metropolitan schools as part of their student resource packages (SRP). Instead, the Department pays the metropolitan school cleaning companies directly. For more information, refer to .
Regional school councils are responsible for entering a School Council Agreement for the Provision of Cleaning Services (school council agreement) with cleaning contractors on the Department’s cleaning panel via (login required). The school council agreement defines the cleaners’ responsibilities and duties. Refer to the DETclean user guide for instructions on how to find an approved cleaning contractor and how to use DETclean.
Regional school principals are responsible for managing the performance of their contractors against their school council agreement and for reviewing and updating their cleaning contract details on DETclean as required. The VSBA encourages principals to first speak with their contracted cleaner if they encounter any cleaning issues. If the issue continues, principals may contact the for advice and support.
Regional schools that employ their cleaners directly must adhere to the Department’s human resource policies, which include recruitment requirements and employee entitlements.
Funding for regional schools
Regional schools’ funding for contract cleaning is included in the SRP based on normal and low-use areas as determined by cleanable spaces identified in each school's facilities schedule. Funds are only allocated as cash, and paid via the quarterly cash grant where schools are not included in the new metropolitan area-based cleaning model. For more information, refer to Contract Cleaning (reference 28 of the SRP guide).
DETclean is an online system designed to help regional schools manage their cleaning contracts. The system also provides the VSBA with oversight of all cleaning contracts to assist with compliance and auditing. Schools require a login and password to access DETclean. Regional schools or cleaning contractors who require assistance with accessing the system, should email or phone for support.
